The Association of Indian Medical Device Industry (AiMeD) warmly welcomes the Haryana Pharmaceutical and Medical Devices Manufacturing Policy 2026, calling it possibly the most incentivising and progressive framework announced by any state in India.
With a vision to attract over ₹10,000 crore in investments, generate 20,000 jobs, and foster innovation, Haryana has set a new benchmark in supporting pharmaceuticals and medical devices. The policy’s comprehensive incentives, CAPEX support up to 30%, OPEX support up to 80%, with a cap of 200 Cr on CAPEX and 20 Cr on OPEX and export-linked rewards, patent commercialisation assistance and green manufacturing encouragement, make it a true game-changer.
India already supplies 20% of global generics and 60% of vaccines, yet continues to rely heavily on imports for bulk drugs and high-end medical devices. Haryana’s policy directly addresses this gap, ensuring that indigenous manufacturing, R&D, and infrastructure development flourish.
Mr. Rajiv Nath, Forum Coordinator, AiMeD, said: “It is the most incentivising framework from any progressive state, combining attractive and very flexible CAPEX and OPEX incentives with strong support for innovation, sustainability, and exports. Yet, what will truly unlock India’s healthcare manufacturing potential is reducing the compliance burden. We urge the state and central governments to provide a three-year compliance holiday for greenfield investments and a one-year amnesty for existing units to upgrade infrastructure and align with current regulations. As recommended by the Rajiv Gauba Committee, Arbitrary requirements such as NOCs not backed by legislation, and lengthy interdependent approval timelines, must be eliminated to ensure projects move forward swiftly and confidently.”
Welcoming the policy’s global investment outlook, Mr. Pawan Choudhary, Advisor to the Chief Minister of Haryana for the Foreign Cooperation Department, said: “Haryana transforms investor interest into real opportunities. No other state offers such a comprehensive package across CAPEX, OPEX, R&D, sustainability, and ease of doing business.

AiMeD believes this policy will accelerate investments, create high-quality jobs, and strengthen India’s healthcare security. But to fully realize its potential, compliance reforms at both state and central levels must complement financial incentives. Together, they will ensure India’s healthcare manufacturing sector thrives not only in scale but also in speed, sustainability and global credibility.
